PCS is a third party verification agent under article 27 of the Securitisation Regulation, providing verifications of the STS status of European securitisations. In addition PCS provides LCR Assessments and CRR Assessments. Finally, PCS has been and remains active in advocating for a better regulatory framework for securitisation in front of policy makers and regulators. As a third party verification agent, PCS is authorised in accordance with article 28 of the regulation by both the UK FCA and the French AMF.
PCS was founded in 2012 by the European financial markets in collaboration with the ECB with the mission to strengthen the securitisation market as a sustainable investment and funding tool for both investors and originators with the aim of improving market resilience in Europe, promoting growth in the real economy whilst, at all times, maintaining standards of quality, transparency, and simplicity. The PCS Association is a not-for-profit body with over 40 members. Participating in the PCS Association as Permanent Observers are a number of public bodies such as the EBA, ESMA, the ECB, the EIB and the EIF as well as a number of financial markets’ trade associations. The PCS Association is the sole parent of PCS UK and PCS EU, the two regulated third party verification agents operating under the PCS name. Both are also effectively not-for-profit bodies.
